Are all new phones unlocked now?

I am currently with bell and I cracked the screen on my blackberry. My wife's contract with rogers is coming up for renewal soon.

She offered to give me her upgrade phone when she renews. I read somewhere phone providers have to unlock all new phones.

So can I take her upgrade from rogers and use it even thought I am with bell??

I don't think they come unlocked. However you can get it unlocked for free.

Contact Rogers, they will ask for the IMEI number and from there they will provide you a unlock code

Right, since Dec 2017, all new purchased phones are unlocked.
