PD is only on the C connector.

As for is it faster, it depends on your device. Many USB C devices are PD only (no QC), so they won't charge fast if you don't have a PD port connection.

I believe the Switch is an example of that, along with Laptops. Many phones have QC so they will fast charge on A ports (with QC), but depending on what modes are available the PD port might be faster.

For the best experience with any USB C device, use the C to C cable.

USB-C PD is nice, but do note the power output wattage of the charger. And cable quality as mentioned before.
