The 4-8 days should be the days needed from their source to you

I just picked up a bunch at Canadian Tire last week... Paid 15,99... I guess I should have waited
I just did the math and the Canadian tire deal was better as they are 20 triple rolls

Why are you counting rolls? The rolls are different sizes. Triple vs Mega. Look at the regular roll equivalent, it's equal to 48 regular rolls.
