How does this compare to the Zotac 1050 TI 4G OC video card?

I'm going to say that by the time the poster had posted this deal, it got sold out.

Personally, I'll compare MSI's card only with EVGA, Asus and Gigabyte.

Yeah, seems sold out.
The price $212 is sold by Amazon.ca, and the 289 is from another seller.

will video card prices ever drop back down to normal? I don't even know what normal is, just that everyone said it would stabilize after the bitcoin craze but that hasn't and doesn't seem it will happen.

These cards are actually not used for Bitcoin, but for other crypto-currencies, most notable Ethereum. Ethereum is still ~$900 vs ~$10 a year ago. So this craze is still going strong. Demand will only drop when prices get crushed a lot more.

The video card makers are in a bind because they know this demand isn't forever, and when the crypto bubble bursts there are going to be a lot of second hand cards flooding the market. Therefore, while they are cautiously increasing production, they aren't going to invest a lot of money into what may be a pretty short burst of mega sales. Prices will normalize eventually - either it will go on for so long that the manufacturers will scale up production over time, or it will crash and it will happen quickly.
