Unless my math is failing me, it's still 9 carbs per bar (17g - 2g fiber - 6g poly). Is that the norm for a protein bar?

It's Collagen. Lacks most of the EAAs.

But it is far near the end of the ingredient list, so most of the protein comes from the other sources like milk, whey, soy and peanut.

Carbs are the least of your worries. Carbs are ok, sucralose is not. Stay away from sucralose, even sugar is better.

worst is "chocolate". It way better heated for a few seconds in the microwave
