Telus had to set up my fibre connection in the basement, that's where they put the line. I get over 400mbps over WiFi down there, and about 30mbps on the 2nd floor. Would this be a good buy?

Would the AC750 extender ($29.99) or AC1200 extender ($39.99) be just as good? I could even put a 750 on the main floor and top floor for the same price as the 1900.

I don't as of yet have any wifi 6 devices that I'm aware of, would it make more sense to invest a WiFi 6 router to hook up to the modem in the basement, and an AX extender or 2? Now we're looking at a $200 investment.

If you are connected to basement I would run a wire, not sure you are going to get a whole lot on the second floor.
