Amex 1 application declined, 2-nd under review.How's it possible?

Hi, yesterday i applied for 2 amex cards: charge and airmiles. Both went to pending mode. When i called this morning, CSR told me that my application for charge card was declined, but airmiles went under review. Inalways thought that their charge cards are easiest to get. CSR mentioned that soon i will get a call from amex to verify my identity. Anyone had similar experience? Sorry for typos-using my iphone
