Anker PD Charger Wont charge Laptop?

This might be a newb question but PD charging is new to me:

So I bought an Anker PowerPort PD 2-Port USB-C/USB-A Charger on sale for $19.99 from Best Buy hoping to be able to use it to charge both my work laptop (Lenovo ThinkPad Yoga) and my USB Surface tablet at the same time around the house without having to carry around the laptop power brick and another charger for the tablet.

Turns out only the tablet is charging through the USB cable and, while the laptop shows that it plugged into a charger via USB-C plug, the battery % keeps dropping (i.e. not charging).

Is this simply because the charger can't deliver the wattage required to charge the laptop (its rated for 33W)?

Well the usb c max output is 18W... and the USB-A is 15W

So yes it is underpowered for your laptop.

What's the rating of the laptop charger? Most MacBooks need a 60W USB-C Charger

Yeah very annoying these windows PC's... My Macbook Pro 2018 will charge from as little as 5W. It's great when I'm on the go and forgot the charger, just plug it into anything USB overnight and it will be full in the morning if it's 10W or more.

Windows PCs will ALSO charge if they're off. At least my Dell, Toshiba, and Surface do (aka: all of my laptops). The OP is referring to being able to charge while the computer is running, and 33w is obviously inadequate.

To the OP: just get a better charger. They're pretty cheap (I literally JUST got a 65w Anker USB-C charger for like $29.99 off Amazon on July 21st), and will do what you want.

Is this possibly an issue where the laptop has two USB-C ports but only one supports Power Delivery?

yeah at this price point, usually only one port will have PD and even then it'll only be enough for a phone

My Razer doesn't charge with anything less than 45W and it's super annoying. Not even a trickle charge. PD 30W and nope.
