You could put grease on them to deter the vandals.

You can get them on ebay, but they will only deter casual vandals.

Another problem is that when you need to remove you may have lost the removal tool. Same reasons that anti-theft lug nuts suck.

It's happened on multiple occasions to different tires so I think it's intentional. I'm going to contact the building for the security footage but for now I might get the locks off eBay.

Who the heck steals valve caps?

Or are they deflating your tires? If so, unless the car next to you is also deflated, each time, some is pissed at you.
