Power off to my house today for some upgrades by the city and my cyberpower UPS decided to croak on me.

I don't know what you mean by KVA.
Anyway, if 'cheap' UPSes are what you're looking for, Excess UPS is where I would recommend you go. That said I would never buy a UPS that doesn't have authentic batteries in them.
