Anyone know how the OPS relocation Benefot Works?

It sounds like OPS workers have some sort of benefit that guarantees a selling price of a home when relocating for work. Does anyone know how that works? In the case of a private deal, can the parties work out a price they are happy with and the government makes up the difference?
