Anyway to transfer negative balance on prepaid credit cards to ones with better perks?

The user agreement for perfectgift states: "You have no right to write cheques on, or demand repayment of, the outstanding Balance on the Card, but are strictly limited to the right to use the Card in accordance with this Agreement as payment for goods and services from merchants who accept Visa." Looks like the balances will just need to be spent at merchants.
