Bell: Samsung Galaxy S6, are they locked to carrier?

I've been out of the phone game for a while, couldn't find an immediate answer on their website, so querying with the experts here.. If I purchase a brand new Samsung Galaxy S6 from Bell, are they still locked to the carriers these days?

The answer is almost always yes. Bell used to charge an arm and a leg to unlock when I was with them. I would inquire before making a purchase.
