It's Quebec consumer protection laws, they're unreasonably bent against resellers and producers.

I know in our industry (unrelated) there are more barriers to doing business in Quebec. I suspect it's true of most industries.

It's easier for us to do business with the USA, unironically.

Bestbuy has stores in Quebec too, so your point is moot.

What is probably the case is that packaging is only in English so Bestbuy can't ship it to Quebec due to language laws or risk getting fined.

How's that for being not reasonable.

For the record, if the real problem turns out to be unilingual packaging and Quebec's unreasonable laws, I stand corrected. The whole package of measures around Bill 101 is ridiculous and likely to be damaging in the long-term.
These being said, there are many products available in Quebec whose original packaging is in a different language. All it takes is a laser printer, a roll of stickers and the time for a couple of employees to produce and affix additional French info.
