Are higher refresh rates usually more expensive? I think this is 60hz.

Yes. Now most popular is 144Hz, but 60 Hz is good enough for daily use.

The higher refresh rate is pretty much a gimmick, not going to be useful to you for any practical purpose.

What would be more useful for gaming is Freesync, but for that you need to spend a little more money and get the LG 27MP68VQ. I managed to get one on sale at Memory Express for $250 last year - but the problem with it is that the Canadian version does not have the built-in speakers that they advertise.
