VRB means Visual Response Boost and it's a feature which decreases blur in fast moving images to achieve the effect of a 1ms MPRT (Moving Picture Response Time).

In other words, if you enable VBR, you can get 1ms response time with that IPS monitor.

Monitor manufacturers, e.g Acer, use different features (MPRT, VRB etc) to get the 1ms response time.

Catch is some might not like this deal because it is not 144hz as well as it is manufactured by Acer. Might have had poor experiences with them.

For the given specs (WQHD, IPS, 27'', HAS), is there anything else in this price range? Are these IPS panels inferior to say Dell, Lenovo, Samsung, or LG panels?
