Best Deal NOW on Unlocked Phone under $200???

What is the best deal available now for an unlocked or unlockable phone under $200? Preferably on Amazon with a return policy? I'm aware of the Wow Mobile deals that happened last month, but none of them are available right now.

I got a Moto E4 on Amazon for 149.99 and the return deadline on Amazon is Jan 30, so I'd like to hear whether you guys have a better solution.

I bought a Samsung Grand Prime at Costco a couple of years ago for my son - best phone he's had. It was about $189 at the time, I think - and good warranty/return policy.

But - they don't have them anymore. The cheapest phone they have is over $300. Strange that it appears to be difficult to find a new, unlocked phone for under $200 now. What gives? Is it something to do with the free unlocking? Or is it just a coincidence that there isn't any at Costco, like there normally is?

Is there any issue with buying unlocked cell phones in the States? Not sure if there's issues with Canadian-bought SIM cards working with them? That's never been on my radar, but certainly seems like you can save a bit of money by buying unlocked phones in the States. The selection seems much better, at the very least:
