Best International ETF for Canadians

I currently have VEE. FTSE Emerging Markets All Cap Index ETF. ETF seeks to track the FTSE Emerging Markets All Cap China A Inclusion Index.

For a non-registered account, what is the best international ETF to get so that it has the lowest fees MER and also taxable situation for withholding tax?

Ideally looking for a Canadian ETF, but could get a USA ETF. I don't really care about the composition as much per se, just need international exposure equity exposure. I have some VIU which is developed market international equity.

Looking at a non-registered account for $300k plus.

VEF FTSE Developed All Cap ex U.S. Index ETF (CAD-hedged) - it only holds VEE.
