How about the call center?

Do I have to do a face to face interview with Hewitt Associate then another with the hiring manager?

No. you have a phone interview with a Hewitt Associate.
If they think you're a good fit, ie. resume, communication skills, work experience; they will recommend the hiring manager to meet you.
The hiring manager will meet you face to face.
At least this is the process that I experienced.

Well how did your phone interview go? If you passed, the HR will tell you on the spot that they will transfer your file to a specific hiring manager. In my case, I only had to wait for 1 day and got a phone call back for another interview. Also, the HR for Hewitt told me if I didn't receive a call back she would have transfered me to another hiring manager.
