BPY - Dutch Purchase Offer

1. I have BPY with TD direct investing and with Questrade. I received a letter for Dutch Purchase offer from TD but not from Questrade. I thought the offer should be for everyone holding shares. Why not Questrade?

2. The offer range is USD $19 - 21. Today's closing price is USD 19.92. The price should go up after company purchases the shares. Any advice or guidance for putting down an offer or leave it.

I'd hold it. It still seems a undervalued and they seem to have a good plan to grow.
