You can build one between 500-600 with following config:
Motherboard - Gigabyte- saw some deal on RFD around $50
CPU - AMD Ryzen 5600g will give you most games mentioned above around 200fps medium settings $290
RAM - Adata/XPG 16GB kit for around $80
SSD - WD SN550 512GB $60
Case - Any cheaper one around $60
PSU - 650w for future proofing $60
Total~ $600

You would be able to get these for less if you can find good deals or open to get a few things refurbished from reliable sources.

$700 is probably the minimum youre looking at for a new desktop. Maybe get lucky on a laptop deal.
