building rig <= $1000 including tax

I would have wanted this cost to stay under $800 but I am willing to go up to $1000.
I need SSD and 16 GB RAM. Everything else I am flexible on.

The system needs to be quiet. This is not for heavy gaming but only occasional.

So what's the best bang for the buck specs I can get for $1000 taxes in?

I havn't in a while but I liked RPG like skyrim etc.

Definitely over $1000 with tax but a good system.

$949 on sale for the next 8 hours before back to $1099.
Not bad for $1075 with taxes and Environmental fee.

You can go with Amd Ryzen or AMd vid card but savings are minimal, like $50 so better to go with Intel.
