Bulk quantities of toiletries, socks, underwear, bandaids etc.

I would reach out to local (Golden Horseshoe) homeless shelters and the like to ask where/how they get their supplies of this stuff. I don't know about GTHA but up here I'm thinking of House of Friendship, The Working Center, Women's Crisis Centre, et al.

Also it wouldn't hurt to ask local retailers and even national manufacturers what sort of discounts they could extend to you if you bought in bulk. You might even get lucky and get some donations of surplus or soon-to-expire stock.
