Buying used vehicle, who is responsible?

Example: buying private used vehicle, lets say for $30k 1-2 years old, but original owner still owns 15k or whatever.
Who is liable after sale for this vehicle? Can collection agency come after me because I'm a new owner?
How do I know if it is not on lease? How do you protect yourself with private purchases?
