Cosmetic. (make sure rim isn't bent though)

I'd say cosmetic. The damage is not in the tire sealing surface. Since your tire is off you can clean up up a bit.

The picture's not zoomed-out enough to see if the rim is bent; but it does look only cosmetic

It does look like there may be a slight bend in the rim but its hard to tell. When they balance the rim the will be able to see right away.
