Is that a special tool or it is an adapter installed on an angle grinder?
Can I use a sheet sander instead?

Paying more attention to the video I am seeing a very slow RPM on that tool, definitely not a grinder
Damn do I need to buy one more tool ??

I am confused, this guy is installing some adapters and he does say he is using a grider

It seems I will have to buy one ...my grinder does not have an adjustable speed
Should I buy an air pressured powered one?

the man in the video appears to be using a rotary polisher, with a velcro backing plate that hooks on to the polishing pads (same rotary polisher they use for car detailing)

Since its a small job can you chuck it in a drill-most drills have variable speed control.

Its spinning WAY faster than the video looks like it's spinning at. you'll note that the video looks like the head is actually spinning the wrong way.

However, that's not a normal cheap angle grinder, as mentioned by @arisk , it's a variable speed one.

Aliasing.
Never trust the appearance of rotation in a video.

https://en.wikipedia.org/wiki/Aliasing
"In video or cinematography, temporal aliasing results from the limited frame rate, and causes the wagon-wheel effect, whereby a spoked wheel appears to rotate too slowly or even backwards."
