Decent processor if you want to buy brand new from a store. Glad to see them back in stock and not in a bundle.

Otherwise, you can find a R5 3600 or i5 10400 on the secondary market for similar prices (lots of BNIB ones from people who got them in GPU bundles).

Good processor, but bad deal IMO. I'd rather spend $20-$30 more and get the 6c/12t 11400F which gives you better single core and multi-core (as it has 2 more cores) performance. And since it's a locked CPU, you don't necessarily need to spend a huge amount on the motherboard.

Edit: 11400F is hard to find at the moment, but seems to come in stock every week or two.

It's a common refurbisher CPU, and I own many such CPU'ed systems through the business (via refurbishers). I'm still a big fan of the 4th gens, but they're aging out as newer CPU prices are coming down and global production is stabilizing post-health-crisis.

Call it focal point bias given my experience with the CPU.

I have an old Haswell XEON 4c/8t chip that is still performing great.

The new Ryzens (5600X and 5800X) are the first CPUs in 6 years that have me considering an upgrade, but really there's no point right now.
