No these can not be used to mail a letter to the US. These are for US domestic use only. Canada post sells them for collectors.
You need a Canada $1.20 stamp (+HST) to mail a letter up to 30g to the US.

These would be good to send something to the States that you need to have returned to you. I have done this with hockey cards sent to players in the States to autograph, then put I US stamps on a return envelope to be sent back to me.

why use ebay when I can walk to the post office? Think of in terms of mom/grandmas most that I know wouldn't use ebay ever

LOL, I try not to use Canada post for US (or even Canadian) letter mail. I usually drive my mail to the USA (if I'm going anyways) and mail it back to Canada (cheaper by about 1/2).
