[Canadian Tire] 9 Piece Wobble Set - $11.99

Mastercraft Wobble Extension Bar Set, 9-pc for $11.99. Think this is an all time low.

1/4, 3/8 and 1/2 inch drive

Extensions
1/4 inch drive: 2,4,6 inches extensions
3/8 inch drive: 3,6,10 inches extensions
1/2 inch drive: 3,5,10 inches extensions

Edit: Guess not all time low, but within a few bucks.

Because they wobble. Basically, the end that holds the socket is shaped in a way that allows the socket to pivot in order to get to a fastener (bolt or nut) that isn't accessible in a direct line.
For an everyday home wrencher, it's the type of tool you buy to have in your tool box that you rarely use. That day you do need it, it comes in very handy and your glad you bought one.
