I purchased a Blue Hive 20,000 mAh Power Bank a couple of years ago for $19.99 and even thought is old tech, it works!

It's part of my emergency pack that I take with me when I go hiking.

2.0A total output....so if 1 item plugged in at 2.0a it would be okay. If you have both USB ports plugged in 1.0A per port...slow, but better than a dead phone.

My store had 19 instock, locked in a glass case was 6 and balance in stockroom.

2.0a total output...but my phone was just taking a charge at 800ma...

This doesn't really seem any better than the $4 dollarama ones, but if it's a CT house brand and they'll swap them out if ir dies, worth it. $10 micro USB 1A powerbanks at every discount store but they're totally worth $10 if you need some juice. No more.

Probably not. Also generally speaking, it's not good for any device to be charging while discharging unless it's been specifically designed to do so, which most are not.
