Does it have a regular plug that can go in an outlet?

Yes, they're plug-in.

They come up for this price a couple of times a year - I've got two in my garage.

Worth buying at this price.

Anyone with practical experience comparing this Canadian Tire Feit pne with this one from Home Depot?

The Home Depot one says 3200 lumens while CT one says 1850 lumens. Is HD one almost twice as bright?

I would disagree.

There is another RFD thread with a different 4ft Commercial Electric with I believe 3,000 lumens. It is also $14.99. it is a much better light as compared with this one.

I've purchased these previously. They have pronounced 120Hz flicker so they are not safe as shop lights if your shop may have any rotating or oscillating tools.

I wouldn't use these as a sole source of light in a large room like a garage, but I have in closets and task spaces and really like them.

Thanks ordered from HD for garage and craw space

I think I bought this one before, it's fairly good, but the stupidest thing about it is that the power on off switch is closest to the LED casing so depending on where you mount it, you have to reach up to use it or it becomes useless being out of reach.
