Canceling bell fibe cost more than waiting till end of cycle?

So I called Bell to cancel my Fibe services and they said you can cancel but you still have to pay the full billing cycle so it's you if you want to wait till the end. So I then called CRTC and ask them, they said no, the service has to be pro rated. So I called Bell againa and told them that and the lady put me on hold and talked to an escalation specialist and said that if I cancel before the billing end date, the charges will be prorated but any promos discounts will be clawed back so canceling before end up might end up being more expensive since you loose the promos which are pretty substantial. Does that make any sense, is there any truth in this statement?

Correct... they did this to me when I switched from bell to rogers..
Bell told me cancellation was going to be $180... I said fine. rogers said they would give me $250 to switch
A month later a $600 bill from bell.... After a few phone calls.. got it back to $180
I said look, I know I owe you a cancellation charge.. so I will either pay $180 or you can send it to collections and collect pennies..

Basaically, I have 3 services(phone, internet,tv) and wanted to cancel all 3 at once and they told me the charges will be prorated but we will remove the discounts on all 3 services at the time of cancellation if canceled before the billing cycle end date. So let's say I pay $45 for internet with a $20 discount, the pro rated amount for 8 days let's say is $12, so they refund $12 but they remove the discount. So $45 internet cost - $12 prorated refund + $20(discount removed) = $53 so the rep told me you're better off waiting till the end of the cycle and keeping the discount then canceling, it ends up being cheaper. And that applies to all 3 services because I have different discounts on all 3. Does that make any sense? I am not sure if it's legal for them to do that or it's the way that they found around the CRTC rules, which keeps customers until the end of the billing cycle because you're not saving anything and it might even cost more by canceling early.
