Cap1 cards. Average time to receive card?

Are they sent from Toronto? My replacement card never arrived. Had to call in and ask for another one. I’m still waiting 10 days later. Agent on phone said they don’t send out by courier.

I’m in BC. Wondering what’s the average wait time?
