Why not use Let's Encrypt?

Is it less safe or something?

It your host doesn’t support it then you have to manually update the certificate several times a year. These traditional certificates still come in handy.
Yes but if your domain supports it, it automatically updates and you don't have to worry about finding a deal every year

Plus I'm pretty sure that all the resellers for cheap GlobalSign wildcard certs are just selling free SingleHop certs...

This!

A legit wildcard cert cost more than 10.

The cert can be revoked at anytime. But its only 10... so take a risk if you must.

That's entirely possible but I have not seen it this cheap anywhere else.

Many cheap "resellers" are just issuing free certs from SingleHop and then selling them for profit.
Up until July 2017 (when GlobalSign forced SingleHop to shut them down), there was a certain site that was issuing them for free.

I would avoid these certs, because you do run the risk of them being revoked. If you do decide to use them, use an uptime monitor or something similar.

Let's Encrypt is great, but admittedly, it does have its limitations: Wildcard requires DNS-01 challenge validation, and the 3-month expiry makes it more challenging in the cases where automation is not possible.
