Cheap brokerage for ETFs?

Hello!

What's a good brokerage for just buying some ETFs (in TFSA) and holding for a few years? Initial amount would be around 10k (and more added over time), invested in iShares Bond Index fund, half or so withdrawn in 3 years and the rest withdrawn in around 4-5 years for big purchases. Please mention why and what the withdrawal fee is. Also, would I be better off investing a few hundred dollars monthly or saving up for one investment a year?

I did a bunch of research a while ago and found either QTrade or Questrade was the best and cheapest but now I've forgotten which one, and maybe there's a new player.

Also, in terms of bond index funds from iShare - which one is recommended between the long term, short term and just the regular. http://ca.ishares.com/product_info/fund ... ticker=XBB Was wondering if bond fund was not appropriate for this time frame?
Alternate suggestions are appreciated.

Thanks in advance!

None of the funds I listed are leveraged, are they? All claim to replicate the returns of various indexes, no?

Questrade is probably your best bet. I don't think Bond ETFs are as safe as they used to be. In the next 3 years, I'm fairly certain interest rates will go up and your bonds will drop in value. You're better off going with another ETF or if you value safety - a high yield savings account or GIC.
