Cheap Pre-Paid SIM Card

What do you intend to do with the service is more important. You can buy prepaid SIM for little $ to $zero but you still have to have a plan of some kind either pay per use type plan or pay per month type plan.

If usage is very low ie incoming text primarily...you won't get any cheaper service than 7-eleven Speakout.

I want to buy 3 SIMs for my kids for in-coming messages service only. I just wanted to know which one is cheaper than 7-eleven Speakout. I don't want to pay in top-ups.

I think you have to top up every 12 months IIRC.

If you don't care where your number is located, Piranha is cheaper at $0.70 for a Canadian number.
I think mine was Quebec somewhere. You don't get a choice.

Incoming SMS I think are free. Calls too surprisingly.

Are you sure you don't have to add any money? When I had a speak out they charged a mandatory $1.25/month 911 fee

The minimum top up for Speakout is $25 per year. If you leave it at zero funds, your account will be closed. And yes, you are charged the monthly 911 fee as you noted.
