Cheapest way to buy iPhone 13 mini

I am hoping to buy a new iPhone 13 mini in the next couple of weeks. It appears to me the apple store price is actually lower than many carriers. Is this generally true? And apple does not normally offer discounts on these phones, as I understand. Should I just buy from the store then?

My work covers my cell phone bill and I am no longer tied to a contract, although any device related charges are excluded. Thank you!
