Remains to be seen level of enforcement since it’s future changes although recently there’s been some people who were repeatedly signing up for TD products who had their Aeroplan accounts frozen & / or some bonus points reversed (TD specific).

You're not looking hard enough then. Lots of partner airlines unlock their flights the moment they are available a year out, or unlock last minute in the last 2 weeks.

There are quite a lot of fares to Europe, Asia, Hawaii, etc. where the business class fares are 50-70k each way, with an extra 5k on top for a stop over (think YYZ to FRA, with a stopover in say, AMS or ZUR if you wanna see another country).

The cheapest business class fare is 55k from Vancouver to Japan. YYZ to FRA is 60k. To get 4 seats in business for 150k isn't possible.

I'll be cashing out all Aeroplan points to gift cards as soon as I get them credited and I won't cancel the card until right before FYF is done.

what's also impossible is trying to find 4 seats in J all on the same flight there and back...

They have already been enforcing this. See this thread where AP has clawed back 60,000 to 120,000 points from some people: aeroplan-warning-your-account-may-locke ... 556373/28/

It seems to be primarily TD welcome bonuses that are being clawed back at this point, but I personally wouldn't be too aggressive for the next few months at least.

When I click on the link you provided, I see the 45,000 if I click on "show more offer details" (under the welcome offer), although it still shows the old 20,000 offer in the terms and conditions (which I assume was just an oversight).
