is this computer able to be upgraded, graphic card wise?

Did you buy the computer? If not, I recommend getting a desktop that uses off-the-shelf parts.

Yes, the HP can accommodate a pci-e graphics card as there is a pci-e x16 slot.

I took a quick look at the service manual for this machine and it doesn't look good. The power supply is not standard ATX, looks like FlexATX or something proprietary. The case is shallow and narrow too and the hard drive is mounted at the front/bottom, all of which will limit GPU size.

While that would be a better option he really should just go to an actual computer store and see what they can do with off the shelf parts. May be slightly more or less but will give him the option to expand from there. Out of the box ore built I don’t think you can do much more with (the ROG line I may be wrong though. A 1050 would be damn weak though.

i agree , its just this one is much better than the one he linked from the same place and the 1050 is about $200

I agree with both posters. Off the shelf offers more options but that probably means a slightly (at least) more expensive computer. It depends what the OP can / will budget.

Some used GTX 1060 cards seem to be around $250-ish.

It's hard to know if it'll fit if you don't provide the dimensions of your card and power supply, but it looks like you should look for another computer based on what Amourek said. Even if it fits, you might have trouble upgrading later on.
