Condo AC not working

My condo switched the ac on about a week ago in the building. The temperature will not drop below 26 even though I set it to 20. It is blowing air but not cold air. Seems to be running like a fan. My thermostat is set to cool and auto. I have tried turning the power on and off to reset it. I have changed the filter too. Nothing seems to be working. I have attached a picture of the model. I have asked the building manager and only my unit along with 2 others are having this issue. Any thoughts as to what it could be? Thanks for your help in advance!

Might run off cooled water and not refrigerant. If you are at the end of the line, the water might be warm by the time it gets to you.

Two things that might not help in the short term.

Write to the board of directors care of the management so a written history is created. Verbal can always be disputed.

Second if not fixed sudden then attend the AGM when this Covid stuff is behind us and bring the issue up during question period. You might find many more owners in your position and force the solving of your problem.
