Just get a membered friend to buy you a gift card and get them done. No membership required to shop with a gift card.

Agreed. I got my photo clicked for immigration purpose in walmart,Costco and superstore. Among all, Costco one is much better quality and cheaper is price compare to any other store.

Or if membership holder is with you, they will accept to take pic.

Costco is great for passport photos. Just an FYI in case you ever need photos for visas, etc that don't require the stamp at the back of the photo, there are websites that have templates where you can upload a photo and it'll generate a 4x6 image with multiple passport pictures you can get developed/printed at any photo processing place for less than a dollar and just cut to size. The one I've used is https://www.idphoto4you.com but there's a ton of them out there.

IMO the only consistently reliable place for passport photo is the one right below the passport office, since they know all the tricks. You probably save more time and money overall going there and pay a bit more than having to make multiple trips to the passport office and line up again.
