Costco is generally the best - both in terms of price and quality. You do have to be a member or go with a member to get your picture taken though

A lot of Canadians have dual citizenship and need to apply for/renew passports from other countries here in Canada, through their respective consular offices. There is no information on costco.ca or really anywhere, so I called in and they do indeed take passport photos for other countries; I don't know if this is just for this particular Costco (Victoria BC) or corporately - so YMMV - but it's a fairly short list. They didn't have the one that I needed, but they do take passport photos for:
  • Australia
  • China
  • France
  • Hong Kong
  • India
  • Japan
  • Mexico
  • New Zealand
  • Pakistan
  • Singapore
  • South Korea
  • Spain
