I think it’s meant more for worksite ventilation. For an apartment I’d get one that’s designed to be quiet.
I definitely wouldn't point it at you while you sleep, but depending on the layout of the apartment, it could be useful. I'd point it facing out a window at one end, to pull fresh air through the whole apartment. Could save on using the AC, especially on cooler evenings.

That is exactly what I use mine for, but in my house. Use it to push cold air through a screen door and it does drop the temperature of that floor quickly.

They were right by the normal tower fans, on the right side, closer to the bakery. I was there yesterday for groceries and I didn't see any.
