I believe this deal is better than the lenovo one.

Cannot find specs for this particular model, but a similar model has a mediocre screen and battery:
39.6 cm (15.6") diagonal, FHD (1920 x 1080), IPS, micro-edge, anti-glare, 250 nits, 45% NTSC
3-cell, 41 Wh Li-ion

OP if you come across $899 Envy or Spectre, that would be a better deal.
Agreed. Some laptops may have good specs on CPU/RAM/SSD, but there are many other important factors to be considered. Usually I do not recommend a low tier line of laptops, as I am not confident on the build quality.

Besides screen, hard drive, RAM and processor, what else one has to look for in a laptop? I don't understand why this is considered low tier? Enlighten me, what else? Why is this low tier?

Chassis - low end products are constructed using cheap, thick plastic. These are flimsy, bend, crack. High end laptops are built with metal, such as aluminum alloy.

Screen - cheap TN panels are dim, have poor color reproduction, low refresh rate. Mid tier models at the current times are more likely to use IPS LCD panels that address most of the short comings mentioned above. Highest end laptops incorporate the latest, such as OLED, mini LED, AMOLED, etc.

Radios and antennas - wifi chip, Bluetooth radio, and other communications tools can be sourced cheaply or they can be sourced from quality manufactures.

Don't forget trackpad, keyboard, speakers, you name it. The list goes on. You can imagine for yourself why a BMW costs more than Dodge.

Specs look great on paper, but at this price I would have gladly taken the intel NUC laptop for build quality alone.

It's a "special" model for the retailer and/or Canadian market. They usually change some numbers and maybe a spec here or there so it may not be 1:1 but close enough to the US mainstream version; example: I once owned a DV6629ca which was really a DV6500 but with different specs.

Just a quick google so I might be wrong, but it looks like a variant of the 15z-ef3000.

Mediumsteak nalled it. Generally, I recommend people get any of the business grade laptops (Lenovo Thinkpad T,P,X series, Dell Latitude) or even used/off-lease/refurbs as they are built to higher standards.

Doesn't automatically mean this is hot garbage, but they certainly cut costs and you can feel it.

I think it just depends on the user. I have a laptop from ~10 years ago, another HP, just plastic build and I am sure the screen is not OLED or IPS and it works for me, I am not a gamer. I work with high end machines at work but for my personal use, it's enough. Also, my $25 RAM upgrade last year has me thinking it will last for a few more years before I need to change it.

A 3-cell 41 Whr battery on a 15.6" screen. I can't see the battery run time being very good. I remember some Dell Latitudes/Lenovo Thinkpads with like 56Whr or even 60Whr with smaller screens.

Keyboards with number pads make me want to scream. Not so much because the number pad exists but because it forces the keyboard keys to be smaller.

do NOT buy it, unless you really don't care the display.
The color deep is only 6-bit ( cannot adjustable), as you know, the normal spec is 8-bit at least. So, the display is very blur.
Secondly, the front edge (made of mental) close to the touch pad is higher than other PC‘s, so when you use the touch pad, the edge will cut your palm sharply.

I bought on at costco, but return it the next day!
