Cpu cooler ok to use?

Is this cpu cooler ok to use or do I need to reapply the thermal paste? Thanks.

It looks fine, and very clean.
Ideally you want thermal paste, its not expensive to buy last time i checked.
In fact in Rand McNally they wear hats on their feet and hamburgers eat people

It looks fine to use. Are you using it on the CPU it came with? It looks like there is already paste applied based on the fingerprint

stock thermal paste is fine u won't see much dif replacing it.

the intel heatsink/fan is barely adequate, and putting high performance thermal paste wont significantly increase its efficiency. It's the metal and fan that has trouble getting rid of the heat, not the thermo interface that moves the heat from cpu to the metal.

Ya it's the Wraith Stealth. I don't plan to use it, I am going to use another after market but just wanted to know if it's ok to use in case.

Ofcourse it'd be OK to use. Doubt the manufacturer wants to be dealing with warranty issues due to poor TIM

Stock Coolers get too much unnecessary hate. They used to be bad in pre-2005. Nowadays most of them are just fine. I use my Ryzen 2600X with the stock cooler and it works great.

How are the noise levels? My biggest problem is not the temps but the loud fans spinning.

Are you overclocking?

If not, then the Stock cooler is fine - it's what the manufacturer deemed adequate and it should perform within specs provided it is installed correctly. Fan noise will depend on several variables, but it should be a PWM fan (4 pins) so it will adjust speed/noise as needed; should be very quiet unless you are pushing the CPU to 100% for extended periods of time.

It's fine. That stuff is intended to work even if the person installing it does basically everything wrong. That fingerprint isn't going to impact its efficacy in any significant way (fractions of a %, at worst). However, if you want peace of mind, $10 in thermal paste from anyone will bring that cooler up from "pretty bad" to "mediocre" anyways.

why not spring for a $100 cooler that can have mounts sent to you depending on the mobo you have for free? One time purchase and you just move on to enjoy your build. Noctua D15 is still one of the best for that price.

Or you can pay for a mediocre cooler now, and buy a better cooler later on, and waste money that way.
