I would suggest putting the printer on a non-flammable surface (like tile) and to keep flammable material away from it. Also install a smoke alarm above it. These things do get hot and can start a fire in some cases.
You also want to keep it away from living areas, for noise reasons and because they can produce tiny particles in the air, and can be smelly. PLA smells kind of nice, maybe because it's derived from corn or tapioca. PETG doesn't smell much to me, but ABS can be very smelly and I think toxic fumes, so for sure you want it in the garage or with an vent outside.

If it is going in the garage should there be any sort of enclosure or protection from the increased dust that tends to be in the garage?

Yes, that would be a good idea if your garage is dusty. Or you could just put a bag over it when you're not using it. Some people even use a bag for a ghetto heated enclosure.

Are the extras that make this package $20 more than the original post worthwhile? Would it be good to have these items versus waiting for the stock to come back on the original?

If going the Amazon route are any of these “special offers” worthwhile?

Just ordered myself as well from Amazon this morning. My compulsive refreshing finally paid off.

I used the same logic as you, worried about duty, shipping time, etc. Would rather just order from Amazon for the returns, customer service, etc

Looking forward to this new hobby!

Yah. The glass bed itself is around $25. The brass nozzles are like 50c each on AX.

Does it come with some sample filament? What should I order? Very new to this and diving in blind!

You'll want to buy some 1kg spools of PLA. Before covid you could get them on amazon for under $22, $12-14 on sale. Check some local hobby stores for deals.
Go for some entry level PLA to start with.
