Available to all provinces. You can specify a different billing/home address (used to assign area code and calculate taxes) than the shipping address where the SIM card is sent to - one of the address fields is mislabelled so just make sure on the confirmation page it's correct. They ship via Canada Post Expedited shortly after order. No real name/ID required (except for dual-number service where passport upload is required)

And about CTExcel... There isn't much info on what exactly this company is (is it a MVNO or a PhoneBox kind of deal). But here's what I can deduct:
  • The carrier's legal entity is China Telecom (Canada) Corporation (CTExcel). CTExcel USA was shut down by the American government but CTExcel Canada still exists legally. Not to be confused with China Mobile International (CMI) which got shut down in Canada in January 2022.
  • In the Customer Service Agreement, the contract is between you the customer and both CTExcel and Telus: https://www.ctexcel.ca/termsOfService.jspx
  • I set a Vancouver service address so got a 236 number. A query to CLNPC's NPAC database shows this number's carrier as "Public Mobile (Telus)", MCC 302, MNC 220
  • Mobile data exit node is an IP address belonging to AS852 (Telus)
  • Dual-number virtual China number service is likely a VOIP number that forwards to the CTExcel line
  • CTExcel website advertises a new beta feature that supposedly allows you to tie an existing China Telecom (Mainland) number to the CTExcel SIM "upgrade" SIM card. So CTExcel has at least some sort of carrier association with the real China Telecom.

So seems like a Telus/Public Mobile re-branded service with some China-specific features. I was skeptical to try it out but so far it's smooth sailing. There's always CCTS to back us up in case things don't go as expected.
