Curb stop valve

Getting interlocking done on drive way noticed our curve stopped valve is too Low and need to be raised. Have called the city to have this raised. Anybody know what tools they use to raise it? And if they need to break the stones to get to it? Here’s a picture of it currently. The ppl doing our interlock has not sealed the stones yet so I’m wondering if I should tell them to hold off until the city comes.

The guys that did your interlock could (should) have raised it. It's not that hard. I'm almost sure the surrounding stones will need to be removed to raise it.

Its (usually) easy enough to raise, 2x4 on ground beside it and pry up with a 3' pry bar....gently from all sides.

Interlock guys might not like this idea but it looks like the curb stop is below level of the new pavers? Have him round off the pavers to a nice finish and fit a round piece of paver in the hole over the curb stop. Or cut the hole square on a diamond pattern and fit a piece of paver in that.
