Call the city bylaw office, they will have the answer and will more than likely love to pay your neighbour a visit. I had a neighbour that left a beater car on the street leaking fluids all over and staining the pavement. Took a few calls to the bylaw office (after the car was there for a month and talking to the neighbour) but they got a letter on the car to clean up the mess or the city would do it and bill them.

This isn't the neighbours fault, it's the contractor, report the contractor not your neighbour.

Why are you so concerned with talking to your neighbour about the situation? if you are good friends or have a good rapport with them, they will obviously listen and hear what you have to say but if they don't care or not concerned then take it up with the city by-law.

Sounds like it's just some tar that was tracked around the wheels. If so, that's normal and impossible to avoid. You'll see them leaving every roadworks area. If that's the case, then the city isn't going to do anything,. Give it a few weeks and they'll fade away. If it's piles of asphalt then that's another story.

Some pics would help us understand though.
If the women don't find you handsome, they should at least find you handy.

It's asphalt on an asphalt street.
As long as it isn't thick, it isn't an issue.
You describe it as a smear, so I doubt that is the case.

In a few weeks, after it is driven on and weathered, you won't know the difference.

How do you react to fresh black pothole patches?
