Wondering if it's even possible to clean asphalt out of the light grey street, or if it's chemically bound. And if it is, is there any obligation for contractors to clean up the city streets?

Sounds like it's just some tar that was tracked around the wheels. If so, that's normal and impossible to avoid. You'll see them leaving every roadworks area. If that's the case, then the city isn't going to do anything,. Give it a few weeks and they'll fade away. It's asphalt on an asphalt street.
