Dell Inspiron 5000 (13inch)

So I bought the laptop and noticed the overheating issue. The temperature hits as high as 98 degree according to reading from CPU-Z.

I opened up the laptop, and removed the fan and the heat sink. I noticed that this CPU (i5-7200U) actually has 2 contact pieces. There is a larger rectangle vertically, and 1 smaller rectangle horizontally.

I noticed the larger contact has thermal paste on it, but the smaller one doesn't. Besides, there is a plastic thing on the heat sink protecting the smaller contact piece from getting thermal paste on it.

The temperature of the laptop fluctuates a lot. It constantly stays at 50-60 degree idle. When under load, it blow pass 90 degree easily.
Could this issue be that the second smaller heat sink contact piece is not being used? I have a Acer Aspire S 13 with the same CPU, and the temperature is a lot cooler. Idle = 35 degree, and around 65 under load, max is around 70 degree.
